DeKalb County FY18-22 List of Projects

As a courtesy, DSATS provides a listing of known projects that occurring in DeKalb County Illinois over the next four years, but out outside the DSATS planning region.  DSATS only updates this listing annually and does not verify their accuracy.

IDOT Advanced Construction

Advance   Construction  (AC)  is  a  cash  flow  management tool  that  allows   IDOT  to  begin projects with State funds and later convert these  projects to Federal assistance. Advance Construction allows IDOT to  request and receive approval to construct Federal-aid projects in   advance  of  the apportionment  of  authorized  Federal-aid  funds.   Under normal circumstances,  states  "convert"  advance-constructed  projects  to  Federal  aid at  any  time sufficient  Federal-aid funds   and  obligation  authority  are  available.    

IDOT's  longstanding policy is to maximize the number of projects eligible for federal reimbursement.  Beginning  in 1985, several  large  revenue   packages  have allowed  the department  to accomplish many more  projects than the available federal obligation ceiling over that period  would support,  resulting  in  a  substantial  “inventory” of  projects  on AC  status. The department makes explicit assumptions about the  level of AC conversions when building its fiscally constrained highway  program financial model.  However, this assumption relates to the timing  of when the total obligation ceiling will be “cashed-out,” and is not  assumed to be in addition to it.  This assumption of AC conversions is  used as a cash management tool whereby the department actively converts  projects as part of a financial plan to manage the timing of federal reimbursements.  

IDOT currently establishes all federally  funded highway projects  in  AC status.    This allows  the   department  to  maintain  flexibility on  the selection of projects for conversion and maximize the number of projects being implemented  concurrently.   Projects are  only  converted  to  current  federal   funding as  needed. The department has taken steps recently to help  ensure that the MPO’s are more fully apprised regarding the status of  the federally-funded projects in their respective planning areas. The department’s new practice is to place all federally eligible highway projects on AC status at the time of authorization and to then convert  projects to current funded status as needed to use up available  apportionment obligation ceiling.  When this occurs, the MPO’s are  notified electronically. In  like  fashion, this STIP  document   indicates planned  amounts  of AC conversion in each fiscal year.
